The Driver Responsibility Program establishes a system that authorizes the Texas Department of Public Safety (DPS) to assess surcharges to an individual based on certain traffic offenses that have occurred on or after September 1, 2003. Individuals are notified by mail each time a surcharge is added to their driver record. Surcharges are in addition to other fees and do not replace a suspension, revocation, denial, disqualification or cancellation resulting from the same conviction.
DPS contracts with an outside vendor (Municipal Services Bureau - MSB) to collect surcharges. Information on surcharges and payments can be made online at Municipal Services Bureau (MSB) or by calling 800-688-6882.
Surcharges are assessed in two ways:
Individuals who have both points and convictions reported to their driver record will receive separate surcharges for each offense; a surcharge for the points and a surcharge for the conviction(s).

Points are assessed for traffic convictions. Once the conviction has been added to the driver record, points are assigned and remain on the driver record for three years from the date of conviction.

Information may be found in the Texas Administrative Code on which types of traffic convictions generate points.
Individuals who receive a conviction for one of the offenses listed in the chart below will pay an annual surcharge for three years from the date of conviction. Points are not assessed for these offenses because the surcharge is automatic upon conviction.
Convictions are added to the driver record once DPS receives notification from the court. As a result, there may be a delay between the date of the actual conviction and when the conviction is added to a driver record.

No Insurance and No Driver License Convictions
Senate Bill 1187
Yukata Men's Set E072903 and Cool Obi Dragon Japanese Pattern Effective June 01, 2017, Individuals convicted of No Insurance but who had insurance at the time of the offense can submit proof of insurance to DPS. The suspension and surcharge fee for the No Insurance offense will be waived. Any fees paid towards a No Insurance surcharge, prior to submission and processing will not be refunded. In some instances, fees paid after processing is complete may be refunded and or re-applied to other outstanding surcharge accounts.
House Bill 7
This bill affects all No Insurance and No Driver License surcharges with offense dates on or after September 1, 2015. House Bill 7 allows individuals to reduce their No Insurance surcharge to $125 per year, if they obtain a motor vehicle liability insurance policy and prepay 6 months of insurance. The insurance policy must be obtained no later than 60 days from the date of offense. To receive reductions, individuals must provide evidence of both documents to the Department.
Men's Japanese Pattern and Dragon E072903 Yukata Cool Set Obi This bill also allows individuals to reduce their No Driver License surcharge to $50 per year, if they obtain a driver's license no later than 60 days from the date of offense. To receive reductions, individuals must submit a copy of the temporary permit to the Department of Public Safety's Enforcement and Compliance Service. Valid driver license also includes an Occupational, Commercial, and Interlock/Restricted.
Required documents can be submitted by mail, fax or email. All documents submitted by email must be in PDF format. Individual must write their name, date of birth and driver license number on all documents so their record can be properly identified.

DPS reviews surcharge cases annually. A surcharge will be assessed if an individual’s driver record:
The amount of a surcharge can vary with each annual assessment if convictions are added or removed from the driver record. The number of points on a record can vary each year based on convictions that are added or removed. Please be aware there is a lapse in time from the date you are convicted for an offense and the date your conviction is reported to DPS by the courts. As a result, points may be added to or deducted from your record for offenses committed in the previous 12-month period.
Municipal Services Bureau is legally authorized to charge individuals the following service fees in addition to the surcharge.
Individuals are mailed notification of surcharges to the address on record with DPS or to the most recent forwarding address on record with the U.S. Postal Service. The letter will include:
A customer has 105 days to meet any of the surcharge program payment options or their driver license will be suspended. The individual's driving privileges will remain suspended until the Department receives one of the following: an installment agreement, or all surcharges and related costs are paid in full, or upon acceptance into a reduction program.
Advanced Payment Option
Japanese Dragon Yukata Pattern Cool E072903 Obi Men's Set and This option only applies to first year surcharges assessed on and after 11/23/14 and allows an individual to pay the full assessment in one payment. In order to 'Advanced Pay' you must make a single up-front payment in the amount identified on the notice(s) as the advanced payment amount. The only surcharge charge amounts that qualify for an Advance Payment are Driving While Intoxicated (DWI), No Insurance, Driving While License Invalid (DWLI), and Driving without a License (endorsements included).
Point surcharges are not eligible because your points may vary with each yearly review if convictions are added or removed from the driver record or a point is deducted for every 12 months an individual does not receive a moving violation conviction.

The Indigency Program waives the amount of surcharges owed for individuals who have incomes at or below 125 percent of the federal poverty guidelines.
The Incentive Program reduces the amount of surcharges owed for some individuals who have incomes above 125 percent and below 300 percent of the federal poverty guidelines.

The Court Ordered Indigence Program waives all surcharges related to a particular conviction that occurred in a particular court, provided that the individual proves indigence to the court. Please note: If an Order is received from a court other than the one where the conviction occurred, it will not be accepted.
Points Reduction – This program reduces a point from a driving record for each year a person goes without a point conviction appearing on his/her record.
Military Deferral – If you are an active member of the United States Armed Forces and will be or are deployed outside the continental United States
Collected surcharges are forwarded to the Texas Comptroller of Public Accounts on a monthly basis who then distributes 99 percent of the money to The Trauma Center and Texas General Revenue Fund. DPS receives the remaining one percent for administration of the Driver Responsibility Program.
